Chelsea FFP Breach: Why the Club Got Fined and What Could Happen Next?

Summary
More bad news is in order for Chelsea FC fans after their UEFA Champions League and Premier League losses to PSG and Newcastle, respectively. The Blues have reportedly been handed a suspended one-year ban from signing first-team players and given a £10 million fine by the EPL.
According to The Athletic, the reported ban is related to Chelsea FFP breaches. The reported breaches happened during Russian oligarch Roman Abramovich's time as Chelsea owner between 2003 and 2022. The Chelsea transfer ban, however, is suspended for over two years.
The Chelsea Premier League breach will not stop the club from registering senior players if they do not commit any further breaches. The Chelsea transfer ban will have no sporting sanction, such as a points deduction. The Blues have also been banned from registering academy players for a period of nine months, and the restriction is expected to come into immediate effect.
According to the Athletic, the reported ban on Chelsea only applies to youth players previously registered with another Premier League or English Football League club’s academy, and not any current players, international players or players who are registering on professional terms. The Premier League did clarify that the ban also does not apply to players who are applying for their first registration at Under-9 or otherwise.
Which Time Period Are Chelsea Premier League Charges Attributed To?
According to the report from David Ornstein and Liam Twomey, the charges associated with the first team relate to incomplete financial reporting and missed payments from 10 years ago and would not have impacted the club’s compliance with the Premier League’s profitability and sustainability rules (PSR).
A Chelsea statement read that the club has treated these matters with the utmost seriousness and has provided their full cooperation to all relevant regulators. It further read:
"The club welcomes the recognition from the Premier League of its ‘exceptional cooperation’ and that ‘without those voluntary disclosures and the act of self-reporting, a number of the Premier League rule breaches may never have come to the attention of the league’.”, the statement read.
The fine is similar to the one the club paid to UEFA back in 2023, where the Blues were fined €10 million by European football's apex body.
When Did The Youth Development Breaches Happen At Chelsea?
According to the Athletic report, the charges related to the academy are different from the ones at the senior level and relate to breaches of youth development rules between 2019 and 2022. The takeover of Chelsea FC by an American consortium led by Clearlake Capital and Todd Boehly only happened after May 2022.
The English club was previously banned from signing any players for two windows between 2019 and 2020 for breaching FIFA’s regulations on the signing of players under 18, before it was reduced to one on appeal.
